It is mentioned (along with the config commands) on this page: I've installed the quartus, and tried to disable driver signature enforcement by going to advanced option by holding shift and restart or even on the recovery settings by clicking restart now under the advanced option, but after that there's just one option that is turn of your pc, there's no troubleshoot to go to startup settings to disable driver signature enforcement, I've doing that before when I was installing my USBASP for AT MEGA 16 driver, I need to disabled the driver signature enforcement in order to install USBASP driver and my pc once got reinstalled so all the data and driver was cleared,and I can't even install my USBASP again, I've tried to boot the windows installer that is installed to my flash drive, and try repair my pc option but there's no startup settings option either.
